رشد كمي سازمان‏هاي غير دولتي زنان در دهه 1370 خورشيدي،‏ پديده‏اي است كه رابطه دولت و اين سازمان‏ها را تحت تأثير قرار داده است. با توجه به تأكيد قانون اساسي،‏ برنامه‏هاي توسعه،‏ گروه‏هاي سياسي و اجتماعي و نخبگان فكري جامعه بر اهميت موضوع،‏ رشد كمي اين سازمان‏ها،‏ دلالت بر گسترش كيفي سازمان‏هاي غيردولتي ندارد. بررسي آسيب شناسانه اين رابطه بر چهار محور همكاري،‏ تعارض،‏ تكميل و تخاصم،‏ ظرفيت و امكان توانمندسازي افراد در درون اين سازمان‏ها را نشان مي‏دهد. از يك سو دستگاه‏هاي مختلف اجرايي دولت،‏ به دنبال قانونمندكردن امور نظارت بر اين سازمان‏ها هستند و از سوي ديگر گروه‏هاي اجتماعي و نخبگان فكري معتقدند،‏ دولت نبايد به ايجاد تشكل‏هاي مردمي مبادرت ورزد،‏ چرا كه انجام اين كار توان و ظرفيت اين سازمان‏ها را به تدريج تحليل مي‏برد. همين امر نشان مي‏دهد كه تعيين نسبت بهينه رابطه دولت و سازمان‏هاي غيردولتي زنان اهميت بسزايي دارد. اين مقاله به بررسي اين رابطه مي‏پردازد تا مشخص شود آسيب‏هاي اين رابطه كدامند و بر اساس چه محوري مي‏توان رابطه‏اي بهينه را سامان داد تا سازمان‏هاي غير دولتي زنان بتوانند در آن موقعيت،‏ شرايط اجتماعي - اقتصادي زنان را بهبود بخشند. بر اين اساس،‏ نتايج بحث‏هاي گروه متمركز با نوع گروه‏هاي متفاوت در تهران و شهرستان‏ها،‏ راهكارهاي ميان مدتي را در قبال رابطه دولت و سازمان‏هاي غيردولتي زنان ارائه داده است. اين برنامه با ارائه توصيه‏هايي،‏ مي‏تواند به مثابه يك زمينه عملي كار ميان مدت،‏ تعاون و تشريك مساعي دولت و سازمان‏هاي غيردولتي زنان را بهبود بخشد. استمرار رابطه فعلي احتمالاً فعاليت‏ها را محدود و در تغيير ساختاري مسائل زنان نقش چنداني ايفا نخواهد كرد؛ ضمن آنكه تأكيدات قانون اساسي و برنامه‏هاي توسعه به مشاركت سازمان يافته زنان در برنامه‏ها،‏ بي‏توجه باقي مي‏مانند.

This paper is trying to offer a better understanding of relationships between government and nongovernmental organizations in Iran. Although the constitutional law, development plans, development practitioners have paid more attention to the importance of NGOs in the society, but still NGOs are not functioning properly. The 1990s has been quite a decade for increasing the numbers of nongovernmental organizations in Iran. It has affected the relationship between the government and the NGOs. The study on challenges of this relation based on cooperation, co-optation, complementarily and confrontation could indicate the possibility of empowerment and capacity building of the NGOs.
Although various executive and administrative institutions are willing to exercise legal supervision on the organizations but social groups and elites believe that the government does not establish public communities since it would undermine the organization's power. However, it is important to determine an effective relationship between governmental and non-governmental organizations. This article tries to identify those possible damages which can influence an effective relationship between NGO’s and government. As a result of discussion between focused groups and different groups in Tehran and the other cities, this study offers an optimal approach to the relationship. This approach could strengthen cooperation and collaboration between the government and these organizations. If the current relationship continues, it will probably make a restriction for women to solve their problem fundamentally. Moreover, the emphasis of the Constitution and the Development Plans on women's participation would be ignored.
